BARTON ON HUMBER GUNDOG CLUB (KC ID 1659)

CONSTITUTION OF RULES AND REGULATIONS

1. CLUB TITLE

The name of the club shall be: THE BARTON ON HUMBER GUNDOG CLUB

The object being:

To encourage the breeding of working retrievers and spaniels.
To conserve the best type of working dog
To promote Field Trials
To encourage the Novice Handler

2. OFFICERS AND COMMITTEE

The club shall consist of President, Vice-President, Chairman, Vice-Chairman, Hon. Secretary, Hon. Treasurer and a Committee of not less than (5) five

No limit on membership residence, with an unlimited number of Members

3. COMMITTEE

The management of the Club shall be in the hands of the Officers and Committee

Members of the Committee shall be eligible for re-election every (3) three years

The following Officer (Chairman) shall have the deciding vote

Meetings of the Committee shall be held as often as deemed necessary, but at least every (6) six months

A quorum for Committee meetings shall be (5) five

The Committee shall have the power to co-opt members on to the Committee in the event of positions becoming vacant between A.G.M.s

Those co-opted on shall only hold office until the next General Meeting of the Club at which an election of Officers and Committee takes place

No individual who has been a member for less than (6) months may be elected on to the Committee

4. ELECTION OF MEMBERS

Nomination of Officers and Committee Members may be proposed by any Member of the Club, provided that the proposer and seconder are fully paid up members of the Club, and a nomination be in the hands of the Hon. Secretary at least 14 days before the A.G.M., together with the name of the proposer and seconder and the nominees agreement to stand. The Committee will take a ballot by a show of hands

The society must make a list of members and their addresses available for inspection, if so required, by members of the Society or by the Kennel Club

5. VOTING RIGHTS

Each member shall be entitled to one vote after (3) three months membership

One vote per joint membership, postal votes/proxy votes will be allowed

Voting shall be by secret ballot/show of hands, as decided by a majority at meeting

6. CLUB PROPERTY

The property of the Club shall be vested in the Committee. In the event of the Club ceasing to exist, a final General Meeting shall be called to decide the disposal of the Club assets and the outcome of the meeting notified to the Kennel Club. A final statement of audited accounts with a record of the disposal of the property of the Club shall be forwarded to the Kennel Club within (6) months and the person named as Officers and Committee of the Society on the last return furnished to the Kennel Club, will be responsible by the Kennel Club for the proper winding up of the Society/Club.

7. CLUB ACCOUNTS

A banking account shall be vested in the Committee into which all revenue of the Club shall be paid and from which withdrawals shall only be made on the signatures of (2) two (i.e. Hon. Treasurer, Hon. Secretary & or Chairman.

The accounts shall be certified annually and presented to the Members prior to the A.G.M.

One qualified accountant or two unqualified individuals with accountancy experience shall carry out certification of the accounts.

8. SUBSCRIPTIONS

Member’s liability shall be limited to the amount of their subscriptions and no member shall be entitled to the privileges of the Club if their subscriptions are unpaid. Subscriptions are due on 1st January each year. If member’s subscriptions have not been paid by 31st March of each year they shall be automatically erased from the register. Acceptance back on the register will be dependent upon a new application and payment of all back arrears and a rejoining fee if applicable as set each year at the A.G.M. New member’s subscriptions, if paid after 30th November, shall be deemed to cover the following year’s subscriptions. Subscriptions and rejoining fees shall be fixed at A.G.M. and notified to the Kennel Club. The election of new members shall be vested solely in the Committee. The Committee may, at its discretion, confer life membership on any member who is considered to have given exceptional service to the Club as a member of the Committee over a number of years.

9. EXPULSION OF CLUB MEMBERS

Any member who shall be suspended by the Kennel Club rule A42j (4) and /or any member whose dog(s) is/are disqualified under Kennel Club rule A42j (8) shall ipso facto cease to be a member of the Club for the duration of the suspension and /or disqualification. If the conduct of any member shall, in the opinion of the Committee of the Club, be injurious or likely to be injurious to the character of the club, the Committee of the Club may, at a meeting the notice convening which as an object the consideration of the conduct of the member, determine that a Special General Meeting of the Club shall be called for the purpose of passing a resolution to expel him/her. Notice of the S.G.M. shall be sent to the accused member, giving particulars of the complaint and advising the place, date and time of the meeting in order that he/she may attend and offer an explanation. If at the meeting a resolution to expel is passed by two-thirds majority of the members present and voting, his/her name shall be forthwith erased from the list of members, and he/she shall thereupon cease for all purposed to be a member of the Club, except that he/she may within (2) two calendar months from the date of such meeting appeal to the Kennel Club upon and subject to such conditions as the

Kennel Club may impose.

10. FINANCIAL YEAR

The financial year of the Club shall be from 1st FEBRUARY to 31ST JANUARY. The A.G.M. shall be held during MARCH each year.

11. NON –MEMBERS TEST ENTRY

Non-members who arrive on test days to compete shall only be allowed to run their dog/s once. They shall then be required to become a member of the Club before entering another competition.

12. ANNUAL/SPECIAL GENERAL MEETINGS The Hon. Secretary shall be bound to call a Special General Meeting, if she/he be requested in a signed requisition stating the subject to be discussed and requesting a Special General Meeting to do so. The Committee of the Club is also empowered to call a Special General Meeting. (28) Twenty Eight days notice shall be given in writing to all members of any proposed General or Special Meeting so that members can notify Hon. Secretary of any items for inclusion in the agenda, which must be sent to Hon. Secretary (14) fourteen days before Special or General Meeting, and no other business other than that stated on the notice calling such a meeting shall be taken, except the passing of accounts and the election of members of the committee.

13. AMENDMENT TO RULES

The rules of the club may not be altered except at a General Meeting, the agenda for which contains specific proposals to amend the rules. Any proposed alterations to the rules might not be brought into effect until the Kennel Club have been advised and approved the alteration. The Officers also acknowledge their duty to inform the Kennel Club of any changes of Secretary of the Club which may occur during the course of the year.

14. ANNUAL RETURNS TO THE KENNEL CLUB

The Officers acknowledge that during the month of January each year Maintenance of Title fee will be forwarded to the Kennel Club by the Secretary for continuance of Registration and that by the 31st July each year other returns as stipulated in Kennel club Regulations for the Registration and Maintenance of Title of Societies and Breed Councils and the affiliation of Agricultural Societies and Municipal Authorities be forwarded to the Kennel Club.

15. KENNEL CLUB FINAL COURT OF APPEAL

The Kennel Club shall be the final court of appeal in all matters of dispute.

The Club shall not join any Federation of Societies or Clubs.

No person whilst an undischarged bankrupt may serve on the Committee of or hold any office within a Kennel Club registered Society.
